欧委会近日联系欧盟中国商会，希望商会向会员和相关方宣介欧盟货物入境程序将于今年6月3日起发生的重要变化。为使各会员单位更好理解欧方政策内容，商会编译其主要内容如下，请以原文为准。

-We are contacting you to request your support in alerting members and/or clients of your organisationabout important changes in the EU entry procedure of goods as of 3 June 2024.

对空运货物的安全安保数据要求业已生效。随欧盟新海关抵达前安全保障系统 - 进口控制系统 2 (ICS2) - 第三阶段的实施，欧盟将继续扩大安全保障数据报告要求。

-Safety and security data requirements are already in force for air transportation of goods. Withthe third phase of the EU's new customs pre-arrival safety and security system – Import ControlSystem 2 (ICS2), the EU continues to extend safety and security data reporting requirements.

第三阶段实施要求是海运和内河运输承运人也需在货物抵达欧盟前，通过完整的入境摘要申报 (ENS)提供相关数据。

-In this third phase of deployment, maritime and inland waterways carriers will need toprovide data on goods sent to or through the EU prior to their arrival, through a completeEntry Summary Declaration (ENS).

该强制性义务还涉及使用邮政和快递运输方式运输货物的承运方以及其他利益相关者，如物流供应商。在某些情况下，欧盟境内的最终收货人也必须向 ICS2 提交 ENS 数据。

This obligation also concerns postal and express carriers who transport goods using thesemodes of transport as well as other stakeholders, such as logistics providers. In certaincircumstances, final consignees established in the EU will also have to submit ENS data to ICS2.

之后类似安全数据要求未来还将覆盖铁路和陆路运输领域。所有所影响企业必须保证：

-从客户处收集准确完整数据；

- 如多次申报，应建立适当的合同安排，以遵守 ICS2 的报告要求；

- 尽早开展必要的IT开发活动；

- 成功完成对其系统的强制性自我一致性测试，以便开始向 ICS2 申报。

Similar safety and security data requirements will be introduced for transportation of goods byrail and road at a later stage.
All affected companies must ensure:

• the collection of accurate and complete data from their clients;

• the establishment of appropriate contractual arrangements in the case of multiple filing to complywith the ICS2 reporting requirements;

• the necessary IT development activities as early as possible;

• the successful completion of the mandatory self-conformance testing of their systems to startfiling to ICS2

此外，受影响的公司还需注意实施的时间窗口，因为与 ICS2 的连接将从 2024 年 6 月 3 日至 2025 年 9 月 1 日逐步进行，具体取决于运输方式。

Furthermore, affected companies need to take note of their dedicated deployment windowsince the connection to ICS2 will take place gradually, depending on the transport mode, from 3 June 2024 to 1 September 2025.
